A smaller but expensive subset asks for &#8220;outstaffing&#8221; when what they really want is fixed-price project delivery. The two models look almost identical from the outside \u2014 Belarusian developers working on your software, paid in BYN, billed to you in EUR or USD \u2014 but underneath, they&#8217;re different products. They split differently on who runs the work, who carries IP risk, who absorbs staffing churn, and what happens the morning a developer decides this isn&#8217;t for them anymore.<\/p>\n\n\n\n<p>Pick the wrong one and you&#8217;ll feel it within the first three months. Pick the right one and you&#8217;ll wonder why nobody explained it this way before. So here&#8217;s the framework we walk new clients through before they sign anything.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The two models, in a paragraph each<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>IT Outsourcing<\/strong><\/h3>\n\n\n\n<p>You hand a piece of work to a Belarusian provider \u2014 a project, a feature, a discrete deliverable. The provider assembles their own team, manages it, and ships you the result. You don&#8217;t choose the developers (or you choose them once at the start and then lose visibility). You pay for the deliverable, usually as a fixed-price contract or time-and-materials with a project manager sitting in the middle. The provider owns the team and the process. Your relationship is with the company, not the people doing the work.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>IT Outstaffing<\/strong><\/h3>\n\n\n\n<p>You select specific developers \u2014 interview them, approve them \u2014 and they then work exclusively for you, embedded in your team, taking instructions from you directly. They stay legally employed by the Belarusian agency (in our case, through <a href=\"https:\/\/recruitment.by\/eng\/pages\/it-outstaffing\/\">our HTP-resident company<\/a>), so you don&#8217;t deal with payroll, taxes, contracts, or labor inspectorate. You manage the work day-to-day; we manage the employment. The closest mental model: &#8220;they&#8217;re on your team, on someone else&#8217;s payroll.&#8221;<\/p>\n\n\n\n<p>Where the confusion comes from is no mystery. Both look like &#8220;IT services from Belarus,&#8221; both involve developers you don&#8217;t directly employ, and the marketing language used by global vendors blurs the line on purpose \u2014 outsourcing usually sells at a higher margin. Outsourcing wins in three situations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. Genuinely fixed-scope projects<\/strong><\/h3>\n\n\n\n<p>Migrate this database. Build this marketing site to these designs. Ship version 1 of this mobile app to these specs and hand over the source. If the work has a finish line and you don&#8217;t need ongoing iteration, paying for a managed deliverable is cleaner than running an embedded team you&#8217;ll have to shut down in three months. Belarus has a deep bench of providers who do this well.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Specialist work outside your in-house competence<\/strong><\/h3>\n\n\n\n<p>You need three weeks of a security audit. You need a Solidity team to ship one smart-contract product. Hiring a full-time outstaffed senior for a three-week need is the wrong shape. Outsourcing it is the right shape \u2014 you pay for the outcome, not the people in the team.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. No engineering management bandwidth on your side<\/strong><\/h3>\n\n\n\n<p>If you literally cannot manage developers \u2014 no engineering manager, no tech lead, no product owner who can run standups \u2014 outstaffing won&#8217;t work. The model assumes you bring management. Outsourcing absorbs that for you. We&#8217;d rather tell you this upfront than watch the model collapse two months in.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>When outstaffing is the right answer (which is more often than you&#8217;d think)<\/strong><\/h2>\n\n\n\n<p>For everything outside the three scenarios above \u2014 and &#8220;everything else&#8221; covers most foreign companies hiring developers in Belarus \u2014 outstaffing is the better answer. Four reasons.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. Ongoing product development<\/strong><\/h3>\n\n\n\n<p>Your product will keep evolving. The team needs to learn your codebase, your customers, your engineering culture. Outstaffing builds institutional knowledge in your team because it&#8217;s the same people, month after month. Outsourcing rotates people away from it \u2014 they finish your project and move to the next client, taking the context with them.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. You want to control hiring and culture<\/strong><\/h3>\n\n\n\n<p>You interview every developer. You decide who&#8217;s on your team. You&#8217;re not delegating that to a provider&#8217;s PM. This is the most common reason mature engineering teams pick outstaffing \u2014 control. Hiring is a strategic decision, and most CTOs aren&#8217;t comfortable handing it off.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Your scope will change<\/strong><\/h3>\n\n\n\n<p>Software scope always changes. Outstaffing absorbs that for free because the team is yours \u2014 you re-prioritize the backlog and the team executes. Outsourcing fights it because every change goes through a contract amendment, a re-scope, and usually a renegotiation. Three scope changes in and you&#8217;ve spent more on contracts than on code.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. You want HTP cost benefits visible in your invoice<\/strong><\/h3>\n\n\n\n<p>This is the Belarus-specific point and it&#8217;s the one most global comparisons skip. When the outstaffing agency is HTP-resident, the social-contribution base is calculated against the country-average salary, not the developer&#8217;s actual paycheck. For a senior developer on $4,000\/month, that&#8217;s a meaningful chunk of cost that disappears \u2014 and it shows up in your monthly fee. Each one narrows the answer. By the end you&#8217;ll know which model fits.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Is the work scope finite and locked, or ongoing? <\/strong>Finite \u2192 outsourcing in play. Ongoing \u2192 outstaffing.<\/li>\n\n\n\n<li><strong>Do you want to interview and choose the specific developers? <\/strong>Yes \u2192 outstaffing. No, don&#8217;t care \u2192 outsourcing fine.<\/li>\n\n\n\n<li><strong>Do you have an engineering manager or tech lead who can run the team day-to-day? <\/strong>Yes \u2192 outstaffing works. No \u2192 outsourcing, or hire that person before going further.<\/li>\n\n\n\n<li><strong>How sensitive is the IP? <\/strong>High \u2192 outstaffing through an HTP-resident agency gives you a cleaner IP chain and a stable team. Outsourcing can work too, but only with a bulletproof contract.<\/li>\n\n\n\n<li><strong>How much will the scope change in the next six months? <\/strong>A lot \u2192 outstaffing absorbs it for free. Almost none \u2192 outsourcing is fine.<\/li>\n\n\n\n<li><strong>What&#8217;s your budget visibility? <\/strong>&#8220;Fixed price for the whole project&#8221; \u2192 outsourcing. &#8220;Predictable monthly burn per developer&#8221; \u2192 outstaffing.<\/li>\n<\/ol>\n\n\n\n<p>Four out of six pointing the same way is your answer. If it&#8217;s split three-three, that&#8217;s a sign the work itself is two different things \u2014 split it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why the choice matters more in Belarus than elsewhere<\/strong><\/h2>\n\n\n\n<p>This is where the Belarus angle shows up properly. Three points that don&#8217;t apply (or apply less) in other CIS jurisdictions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>HTP changes the math on outstaffing<\/strong><\/h3>\n\n\n\n<p>Already covered above, but worth repeating because it&#8217;s the structural advantage. The HTP regime \u2014 extended by Decree No. 8 to 2049 \u2014 gives resident companies a reduced social-contribution base and exemption from corporate profit tax. That benefit can flow through to your invoice in an outstaffing arrangement, or it can sit inside someone else&#8217;s margin in an outsourcing arrangement. Same developer, different cost to you.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Belarusian Labor Code is restrictive on the employer side<\/strong><\/h3>\n\n\n\n<p>Termination requires grounds listed in Article 42. Severance for dismissals without cause is typically three months. Protected categories \u2014 pregnant employees, employees on maternity or childcare leave \u2014 can&#8217;t be dismissed at all in most circumstances. Both models externalize this risk away from you, but outstaffing makes the cost transparent (the agency is the legal employer; the cost shows up in the monthly fee). Outsourcing buries it inside a fixed price you can&#8217;t audit.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>English fluency is strong, but management still matters<\/strong><\/h3>\n\n\n\n<p>Both models work in English in Belarus \u2014 most senior engineers operate comfortably at B2 or above. But outstaffing benefits more from this because you&#8217;re managing the developer directly, not through a translator-PM. Current market data on the senior IT bench: average salaries run <a href=\"https:\/\/recruitment.by\/eng\/pages\/it-recruitment\/\">between $1,600 and $1,900 at mid-level<\/a> with seniors well above that. Belarus is also still ranked among the top 30 global IT outsourcing destinations \u2014 meaningful depth, especially in backend, mobile, and game development. The case below is composite \u2014 based on the kind of inquiry we field weekly \u2014 but the numbers are realistic for May 2026.<\/p>\n\n\n\n<p>A SaaS company in Berlin needs three engineers \u2014 a senior backend developer, a mid-level frontend developer, and a QA engineer \u2014 to extend their product. They expect the team to work on the product for at least 18 months and the roadmap is going to shift several times along the way.<\/p>\n\n\n\n<p><strong>Outsourced via a managed Belarus delivery shop: <\/strong>roughly \u20ac8,000\u2013\u20ac12,000\/month per engineer including the PM markup and provider margin, plus 2\u20133 weeks of scoping and contract negotiation up front, plus a project manager sitting between you and the developers, plus a contract amendment every time the roadmap shifts. The amendments aren&#8217;t free \u2014 usually 5\u201310% legal and renegotiation overhead per change.<\/p>\n\n\n\n<p><strong>Outstaffed via an HTP-resident agency: <\/strong>developer salaries at market \u2014 a senior backend at roughly $3,500\u2013$5,000 gross, a mid frontend at $2,500\u2013$3,500, a QA at $2,000\u2013$2,800 \u2014 plus the flat \u20ac350\/month service fee per engineer. Onboarding runs 1\u20132 weeks from first interview to first day. Direct management. No PM markup. No margin on top.<\/p>\n\n\n\n<p>For an 18-month engagement on an evolving product, the math isn&#8217;t close \u2014 and the difference grows the more the scope moves. Caveat: actual rates depend on stack, seniority, and timing, and the numbers above are illustrative rather than a quote. But the shape of the answer holds across most of the inquiries we see.<\/p>\n\n\n<section class=\"hfaq\">\r\n    <div class=\"hfaq__container\">\r\n        <h2 class=\"hfaq__title title-md\">FAQ<\/h2>\r\n        <div class=\"hfaq__items\">\r\n\t\t\t                <div class=\"accordion\">\r\n                    <div class=\"accordion__head\">Is outstaffing the same as Employer of Record (EOR)?<\/div>\r\n                    <div class=\"accordion__body\">\r\n                        <div class=\"accordion__inner\"><p><span style=\"font-weight: 400;\">Closely related, often used interchangeably, technically distinct. EOR is the legal-employment service: the EOR holds the employment contract, runs payroll, and handles compliance.
